BOSSCHAP, INDUSTRIAL BOARD FOR FORESTRY AND SILVICULTURE

lntroduction
The Bosschap is the board for Forestry and Silviculture, legally based
in the Dutch lndustrial Organizations Act. The Bosschap is a Statutory
Trade Organization [Dutch: Publiekrechtelijke Bedrijfsorganisatie, PBO],
which means it has legislative powers to determine rules and regulations
and can provide advisory capabilities, in order to promote forestry in
the interest of Dutch society and to serve the interests of all connected
with forestry. The Bosschap was founded in 1954.
The regulatory industrial organisation, which refers to the role of industrial
boards as public-law bodies, is a typical Dutch system. Background information

The board of directors of the Bosschap consists of representatives of
both employers and employees in forestry trade and industry.
Mission statement
The Bosschap aims to promote the interests of forestry organisations (both
employers' and employees') in an effective, efficient and pro active manner,
with emphasis on the different functions of the Dutch forests, e.g.: nature,
wood production and recreation. In this respect sustainability, from an
economic, social and ecological perspective, is an explicit condition.
Companies represented by the Bosschap
A forest enterprise in the Netherlands is defined in two ways: Every ownership
of over 5 hectares of woodland is regarded as a forest enterprise, as
well as every forestry contractor with an annual turnover of more than
€ 11.345. Every forest enterprise is obliged by law to register with the
Bosschap and pay an annual fee. These levies pay for the Bosschaps' activities.
At the end of 2002, a total area of approximately 270.000 hectares of
woodland was registered with the Bosschap, representing 1800 owners. The
total of forest contractors registered with the Bosschap amounts to 320
enterprises.
Activities of the Bosschap
An important task of the Bosschap is the promotion of the interests of
the Dutch forestry sector as a whole, including forest owners, forestry
contractors and their employees, with an emphasis on the socio-economic
aspects of the forest enterprise. Thereby taking into account the interests
of society, as stated in Dutch Law and policy.
To further the interests of Dutch forestry the Bosschap, as a PBO, is
authorised to create and implement rules and regulations, e.g. on forest
management.
Being an organisation of both employers and employees the Bosschap takes
care of the social framework of the forestry sector, which means concluding
the collective agreement on forestry (related) labour.
